About the Tortuga Owners Association
The Tortuga Owners Association was established to unite and represent the collective interests of property owners at Tortuga Beach Resort, located in Santa Maria on the island of Sal, Cabo Verde.
As an independent association, we provide owners with a shared platform for communication, collaboration, and support. Our goal is to ensure that members remain informed about matters affecting the resort, property ownership, and the wider owner community.
The Association works to promote transparency, accountability, and constructive engagement with resort management, local authorities, and relevant regulatory bodies where appropriate. We believe that a strong and informed owner community can help protect and enhance the long-term value and standards of the resort.
Our Community
The Tortuga Owners Association is built on cooperation, respect, and shared interests. Membership is open to all legal owners of property within Tortuga Beach Resort, helping create a connected community of owners with a common goal — protecting and improving the ownership experience for everyone.
We are committed to acting professionally, responsibly, and in good faith while supporting the long-term success and sustainability of the resort community.

How We Operate
The Association operates in accordance with the laws of the Republic of Cabo Verde. We hold an Annual General Meeting (AGM) each year, open to all members. Major decisions require a two-thirds majority. We are committed to transparency, collective action, and acting in good faith on behalf of all owners.
Join Us
Membership is open to all legal owners of property at Tortuga Beach Resort. It is free for your first year — because we believe every owner should have access to information and representation from day one.
